  Agree with wle. What do you do – follow them 24/7 to see where they go & what they do? Why is it your business? Writing a book?

  i have them on my car and i do a lot of climbing and trails

  People put bike racks on their cars because they recently used or intend to use them to transport bikes. it’s not like they’re a fashion statement. I have a sports car. It’s a 2 seater. Never got a bike rack, I find it easier to take the wheels and seat off the bike, put it in the hatch-back trunk. Perhaps these wanna be gangsters don’t have bikes which come apart that easily. sounds like they go out their way to ride bikes. Good for them.
